Main objectives and expected achievements are
The overall goal of BASAN is to develop "best practise" tools for agro-industrial innovation made to measure the conditions prevailing in the rural areas surrounding the Baltic Sea.
The operational objectives of BASAN are
- to identify and develop ways and operational means to transfer and convert European forefront agro(bio)industrial research into practical application in small scale production units in the regions around the Baltic Sea
- to identify the presence of success factors in the individual Baltic Sea regions and to assess the significance of these factors for a successful innovation process
- to identify (mainly) non-technical barriers in the regions
The focus of BASAN is to identify ways for integrating tools and skills to set up small scale production units in the Baltic Sea regions based on locally produced raw materials and other products from agriculture. Such tools and skills include scientific quality, innovative ideas and evaluation of the commercial possibilities for an idea or new technology, market analysis, and finally identification of ways to overcome the institutional and technical constraints in the individual regions.
The network bases mainly on information exchange between the involved institutions and regional authorities and entrepreneurs in order to create a "critical knowledge mass" concerning all relevant elements in the innovation cycle.
Beside common exchange of information and presentation of "best practise" the network will exchange views on issues such as intellectual property rights - barrier or incentive - and how to attract investment capital.
In order to make the work as realistic and fact oriented as possible two virtual production units will be designed. These units will play a key role in the project, as they will be used in case studies in each of the involved regions for identification of local barriers and constraints or opportunities.
The case studies will be used in the development of a model for selection and transfer know-how and technology from EU research projects to the regions.
An information and "scout" function - innovation and technology observatory - will be established to serve the regional authorities and local entrepreneurs with information about new business opportunities especially suited for their regional conditions. The function will draw upon research developments in the involved research institutions, new findings from the EU research programmes, and the network participants detailled knowledge of the conditions in the respective regions.
The project is structured into four interdependent work-packages. The work-packages integrate to satisfy the primary objective of the project, to identify new ways to transfer European forefront agro-industrial research into practical application in the Baltic Sea regions.
